Distinguishing Characteristics: Aside from the 32 in the Von Luschan scale and the wild green hair, he's a bit gangly and has a big nose. He looks like an asparagus.

Personality
Cecil is very passionate and enthusiastic about what he loves, but also very opinionated and vocal about what he hates. He's also moody and expressive; the highs are high, and the lows are low, while he can work with almost manic enthusiasm for days on end he can also spend weeks sulking about his makeshift lab without managing anything.
He's smart, but fickle, impatient, and arrogant, and tends to talk down to whoever might not catch on what he says immediately.
Very, very, VERY passionate about Pokemon, and he tends to coddle his team.
Cecil's a well-intentioned jerk, but a jerk nonetheless.
